This cruise is only possible if the transit is funded by Bob Houtman (ONR)
between Manila and Agra. The objective of this cruise is to deploy different 3
different anchors with instrumented down-lines and pull-test each. One mooring
will remain in place with an instrumented buoy.
Need to consider if existing winches can be de-wired and used to recover our
mooring and conduct pull test.
