Procedure for selecting and executing RIEP Projects
Projects consistent with the goals and objectives of the RIEP will be
solicited through requests for proposals, evaluated, prioritized, and supported based on the process described below.
Solicitation
Early in the calendar year, EndAC will distribute a request for proposals (RFP) through the URI Research Office, the GSO website,
the RIEDC, and other distribution points as appropriate. The call will broadly address ocean science, education and outreach
opportunities, and industry participation. The announcements will contain the following:
1. Description of RIEP, EndAC, and a statement of purpose and opportunity
2. Website address for information on the R/V Endeavor and for a pre-cruise questionnaire
3. Where/how to submit RFP responses, including a submission deadline and proposal format
4. A description of what can be funded (ship time, supplies, equipment, labor, etc.)
5. Evaluation criteria (e.g., research and/or educational/outreach merit, feasibility, cost, etc.)
6. A recent version of the Endeavorís operational schedule that identifies time windows for use
Evaluation process
Responses to the RFP will be distributed to all non-conflicted EndAC members who will score the proposals and provide written comments.
Priority be given to projects that promise to demonstrate rapid and effective results in order to enhance the likelihood of continued
state funding. Scores and comments will be tabulated and vessel-scheduling conflicts will be assessed. After assessment, EndAC will
prioritize proposed projects by consensus, and will forward recommendations to the GSO Dean for final decision.
Awarding process
The Dean's Office will send initial notification letters of intent to award funds to successful proponents. If revisions to
the proposal and/or budget are necessary, such will be described in these letters. After receipt of a satisfactory response
from proponents, the Dean will send a final award letter and the project may commence.
Funding
Is contingent upon receipt of funds from the State of Rhode Island in the annual budget.
Project execution Interaction between EndAC, the GSO Marine
Office and successful proponents will likely be necessary to fully
develop and implement projects. Successful applicants will coordinate
project-planning efforts with the GSO Marine Office. Pre-cruise questionnaires
(at http://techserv.gso.uri.edu/CruiseQ/Qair.asp)
will be submitted to the Marine Office. Principal investigators unfamiliar
with the Endeavor will be briefed on shipboard operations, safety,
etc. Awardees must submit implementation plans to EndAC and to the
Marine Office in a reasonable timeframe. Successful proponents will
be asked to provide progress reports to EndAC.
